The exact extent depends on the size, layout, and use of the building, but in the vast majority of commercial, industrial, and public premises, an appropriately designed system is something you’re legally obliged to have in place, test regularly, and document.
Current standards require a brief functional test every month and a full duration test once a year. The monthly test confirms each unit illuminates when the supply is interrupted, while the annual test runs each luminaire for its full rated duration to make sure it can perform when it really matters. Both tests need to be properly recorded in a log book that’s available for inspection.
A maintained luminaire is one that’s lit at all times during normal operation, switching to its battery supply if the mains fails. A non-maintained luminaire only illuminates when the mains supply is lost, sitting dormant the rest of the time. Maintained units are typically used for exit signs that need to be visible at all times, while non-maintained units are often used for escape route and open area lighting.
